REGISTRATION PROCEDURES: To be certified as a USSF and Metro DC-Virginia State Referee Program referee you must complete all of the following five steps:
1. Register as a referee at USSF.
a. Use the login and ID that is printed on the form to which your referee registration card was attached, or register as a new user if this is your first time signing up..
b. Follow the directions on the website.
c. PRINT CONFIRMATION PAGE AND BRING THE PRINTED PAGE TO CLASS.
NOTE: If you have lost you login ID or password use the 'forgot password?' at USSF.
2. Pay Registration Fee, which for Referee Grade 8, 9 or 12 is $65.00. You must pay by credit card while registering at US Soccer.
NOTE: Before the next step you must wait 24 hours while the databases are updated.
3. Sign up for class at MDCVSRP.
a. Login using the same login ID and password as you used in step one.
b. Open your profile and select a class.
RSRA New Referee Certification
Those completing this course will be certified as an entry level RSRA referee.
Class members will be instructed either in the rules of the National Federation
of State High School Associations and the Virginia High School League or in the
United States Soccer Federation entry level class (grade 9).
To successfully complete this course you will be required to participate in an
outdoor field session and pass a written examination with a minimum grade of
75%. New RSRA referees will be required to work with experienced RSRA referees
during their first season.
Those certified as RSRA recreation
league referees will be qualified to work games using the dual officiating
system in the Fredericksburg, Caroline, King George, Spotsylvania, USMCB
Quantico and Stafford* leagues. Candidates must be at least 14 years of age
to do recreation league games. Adults are encouraged to sign up. Referees who
have completed the RSRA referee course are NOT qualified to do Stafford
recreational soccer league, any travel leagues or any tournament games which
come under the auspices of USSF, unless they take the USSF grade 8 or 9 class.

Those who wish to referee in the Stafford Area Soccer Association must take
the USSF referee certification clinic. The fee for the USSF grade 8 referee
clinic is currently $65. The fee for the USSF grade 9 referee clinic is
also $65. Fees for USSF grade 8 and 9 re-certification clinics are $65. Contact Tim Piester for more information.
*Please note that to referee in the area recreational leagues serviced by the
RSRA, you must either possess a USSF grade 8 or 9 badge or have completed an
RSRA-sponsored recreational referee rules class.

Directions are given from I-95 exits, Four Mile Fork (intersection Routes 1
& 208 1 mile north of I-95 exit #126) and Spotsylvania Mall (.1 mile west of
I-95 exit #130 on Rt. 3).

Chancellor Community Center
From Spotsylvania Mall (Intersection of Rt 3 (Plank
Road) and I-95) - Go west on Rt. 3 to Chancellor Elementary School. Turn left at
the light onto Andorra Road. Continue to the end of Andorra Road. The Community
Center is at the end of Andorra Road, on Old Plank Road.

Courthouse Community Center
note: The main offices of Stafford County Parks and Recreation Department
and the headquarters of the Stafford County Head Start Program are located
here.
From I-95 take exit 140 (Route 630), east towards
Stafford. Follow Route 630 east for approximately 1 mile until you come to the
stoplight at the Route 630/Route 1 intersection. Turn left onto Route 1 north,
and go one block to the next stoplight. The Old Stafford Middle School is on
the immediate right at that stoplight. Turn right at the stoplight and make the
first right into the school parking lot. Meeting Room A is to the left side of
the gymnasium.

Germanna Community College at Lees Hill
From I-95, take Massaponax exit 126, Head south on
Rt 1 to second traffic light. Turn Left on Rt 17 and go 1 mile to left into the
Germanna Community College Campus (just before the entrance to Lees Hill
Subdivision)

Lee's Hill Community Center
next to Cosner Park Field
- Note: The entrance sign is difficult to see (if there at all) and the park is
not visible from the highway. The park sits about 0.3 miles off the highway
through a new subdivision and behind trees. The access road is a narrow winding
road and caution must be used when approaching oncoming traffic.
From: Spotsylvania Mall .4 mi west of I-95 on Rt.3
Proceed east on Rt 3 towards Fredericksburg for about 1.2 miles. Passing under
US1, continue straight ahead at the traffic light onto Blue-Gray Parkway, around
the city of Fredericksburg, for about 1.3 miles crossing over the railroad
tracks. Exit southbound onto Dixon Street (Tidewater Trail; US17 business/Rt 2)
towards Shannon airport and Fredericksburg Country Club (and Bowling Green) for
approximately 2.8 miles to Cosner Park on the left. The turn will be just past
the Tidewater Market (white bldg)

Harrison Road Community Center
From Spotsylvania Mall (Intersection of Rt 3 (Plank
Road) and I-95) - Go east on Rt. 3 to Rt. 1. Turn right at the light onto
Harrison Road. The Community Center is on the left shortly after you turn onto
Harrison Road. The address is 4728 Harrison Road.

Salem Church Road Library
From Four Mile Fork Intersection of US Rt. 1
(Jefferson Davis Highway) and Rt 208 (Courthouse Rd. going west / Lafayette
Blvd. going east) - Head west on Rt 208 to 5th signal light. Turn right onto
Leavells Road (Rt. 639) and go past Loriella Park on the left and continue to
signal light at Harrison Rd. intersection (CVS Pharmacy is on your right).
Leavells Road becomes Salem Church Road beyond the Harrison Rd. intersection.
Continue straight on to Salem Church Road for approx. 1/2 mi. and the library
will be on your right.
From Spotsylvania Mall (Intersection of Rt 3 (Plank
Road) and I-95) - Go west on Rt 3 to 3rd signal light. Turn left on Salem
Church Road and head south past 1st signal light. The Library is on your left
after the light.

Spotsylvania Career & Tech Center (formerly
Spotsylvania Vocational Center)
From Four-Mile Fork: Take Rt. 208 (Courthouse Road) to Smith Station Road. Turn
left at Smith Station. The Vocational Center is behind the Spotsylvania School
Board Office.

Stafford Courthouse
Take I-95 to the Stafford exit (#140). Get off and go east (if you're coming
from the south, that's a right turn; if you're coming from the north, it's a
left).
You're now on Courthouse Road (Rt. 630). The courthouse is at the corner of
Courthouse Road and US-1 (the first traffic light). Courthouse is on the left,
parking is in the rear.
