    Fees

    Referees being assessed for maintenance or upgrade are responsible for the cost associated with their own assessments. These fees are usually paid to the state office. Referees should discuss the fees and their payment when requesting an assessment.

    Games for Assessment:

    Referees can be assessed on games at any level, however only games that are U-19 and above with 2x45 minute halves count when being assessed for upgrade or maintenance.

  • The Commonwealth Soccer League * of the United States Amateur Soccer Association has competitive adult amateur games suitable for assessments. The spring season runs from mid-March through playoffs in May. The fall season kicks off in September, and begins play offs in mid-November.

  • COPA/NOAH Tournament - usually in June - This high level competition is sponsered by the National Orginization for the Advancement of Hispanics.

    * note: Referees that are being assessed for maintenance or upgrade will be given first preference by the assignor for adult league games.

    Requirements for Upgrading

    Upgrade Classes

    Anyone wishing to upgrade to Grade 7 Referee 1 or to Grade 6 State Referee 2 must attend one of these classes within the year that they intend to upgrade. Referees then will need to attend a senior referee re-certification class provided that all other requirements for upgrade have been met.

    Grade 8 (Referee 2) to Grade 7 (Referee 1)

  • A new 8-hour upgrade class for referees going to Grade 7 (Referee 1) has been developed. Check the State Referee Program web page for details on when this class will be offered.

    Grade 7 (Referee 1) to Grade 6 (State Referee 2)
  • A new 16-hour Grade 6 (State Referee 2) class has been developed. Check the State Referee Program web page for details on when this class will be offered.

    Requirements for Upgrading

  • USSF Referee 1 (Class 7)

  • Experience:
    You must be at least 17 years of age; have been a Referee 2 (Class 8) for at least a year; and have been a center Referee in 75 games and an Assistant Referee in 25 games in USSF affiliated or college varsity games.

    Assessment:
    You must complete a satisfactory assessment on an Under 19 or higher level game. To schedule an assessment contact an
    area assessor or the DC Metro-VA State Referee Program.

    Training:
    Attend one of the new 8 hour classes for upgrade to USSF Class 7.

    Senior Recertification Clinic: Attend one of the Senior Recertification Clinics after completeing all of the prerequisites with the exception of the Upgrade 7 Clinic. This may be taken within 30 days of the Senior Recertification Clinic. Pass the Entry Level Test with a minimun grade of 85% and pass the physical fitness test as part of the Senior Recertification Clinic.

    The physical fitness test requirements for senior referees to certify or recertify to the next grade are set forth by the USSF and can be found in the Referees Administrative Handbook.
